Foreningen Custorian · Danish non-profit association · CVR 46399455 · Odense Draft v0.1 — 2026-07-05. Fees and categories to be ratified by the general assembly. Reflects statutes (vedtægter) §§3–5.
Foreningen Custorian is a Danish non-profit association that owns and stewards an open standard for children’s digital safety — the Custorian Controls Framework (155 controls across six domains). The standard is free for anyone to implement, published under CC BY-SA 4.0, and structurally protected against capture by any commercial interest.
Members are the association’s foundation. Under Danish foreningsret, members — not funders, not companies, not the board alone — are the ultimate authority: the general assembly (generalforsamling) is the association’s highest body (§4.1).
Membership means you support an open, independent child-safety standard, you may attend and vote at the general assembly, and you may stand for election to the Board.
Membership does not mean — and can never be — any of the following: - It does not confer the “Custorian Certified” mark, endorsement, or any indication that a member’s product is safe for children. Certification is earned only through independent, accredited certification bodies — never through membership. - It does not give any influence over certification decisions, platform grades, or the technical content of the standard beyond the equal, democratic vote every member holds. - It cannot be bought. Every member has exactly one vote (§4.5), regardless of fee paid or size. Fees are nominal and exist to support the mission, not to purchase standing.
This standard cannot be bought — and neither can a seat at its table.
Membership is open to individuals and civil-society / non-profit organisations who support the association’s purpose. Specifically:
| Category | Who | Annual fee (proposed) |
|---|---|---|
| Individual | Any person supporting the mission | 200 DKK |
| Student / youth | Enrolled students; people under 26 | 50 DKK (GA may set to 0) |
| Civil society / NGO | Non-profit organisations in child rights, safety, digital wellbeing | 500 DKK |
| Honorary | Conferred by the Board (e.g. advisory board members, notable contributors) | Free |
Commercial platforms and companies are not eligible for membership. This is deliberate: a platform that could be assessed against the standard must not also sit inside the body that owns it. Companies engage with Custorian only through the pilot and certification (assessed by independent accredited bodies), or as donors — and a donation is not membership and confers no rights or influence.
Fees are set by the general assembly (Danish norm). The figures above are the Board’s proposal pending ratification. Fees are annual (calendar year).
Rights (statutes §§3–5): - Attend the annual general assembly, held once per year by 30 June (§4.2) - One vote on all decisions, taken by simple majority (§4.5) - Propose items for the general assembly agenda (§4.4) - Stand for election to the Board of Directors (bestyrelse), 1–5 members, two-year terms (§5.1) - Request an extraordinary general assembly (with at least one-third of members) (§4.7) - Receive member updates and take part in public consultations on the standard
Responsibilities: - Act in accordance with the association’s purpose and interests (a member acting against them may be excluded — §3.3) - Pay the annual fee (kontingent) where applicable - Disclose any conflict of interest — in particular, any employment by or representation of a platform that is, or may become, subject to assessment. Such a disclosure does not affect any assessment; non-disclosure is a breach of good standing.
The association holds only the member data necessary to administer membership (name, contact, category, fee status), processed under GDPR, never sold or shared, and deleted on resignation subject to bookkeeping-law retention. Conflict-of-interest disclosures relating to Board/Advisory roles may be published per the governance firewalls.
